If you had to....

I would cut from all three so they would not all be greatly affected as in a way if i cut their budget from just one. this way it will be fair and not as hard for them to balance and gather theirselves after the cuts and not in as deep of a hole to where it will take plenty of years for them to refurbish and get back right in this economy situation.
